Looks like they're trying to create authentic, accurate reproductions of the original prototype Sky Skipper machine. More power to them!

or bootlegs, depending on how you want to look at it...
that said, if you really want to be as authentic as possible, the popeye board you'd need to convert to sky skipper without hacking the code isn't really much cheaper than a genuine sky skipper (that version was only just added to MAME)

By "– and complete the unfinished parts of the game" I took that as they are going to "hack the prototype code" like Donkey Kong II style and if they can do that they can definitely make it work on the normal Popeye board.
