"King of Fighters 14 will be on the NESICAxLIVE 2 system"
So yes, it will be using Taito's current (as in the one they've used for quite a long time now, due to piracy driving them away from Type X) PC based, internet delivery system.

SNK is going to release KOF XIV on PCs sooner or later (they'd be losing out on tons of cash if they didn't), so yeah, it's likely going to be a tweaked version of that.

Nesica was once thought to be unemulatable because you would need a dream level connection to be able to get an image of a hard drive. Nesica 2 is probably the same.
