looks like a nice video version of the type of game you often see in mechanical form.
I wonder if the cart is all there is to it, or if there should be a secondary board for the 7-seg displays tho, it looks almost like some of the Sega terminal setups.

The gameplay is that you place bets on which car will win. Like the majority of titles that are showing up these days it's a redemption / gambling title rather than something more interactive.
As I said, it's the video equivalent of many of the mechanical games (eg. Royal Ascot etc.) I've seen ones with physical cars on a racetrack too, but can't remember the titles.
