Sega's Time Scanners Disc Version

I thought i'd post this as it might be of interest to some members on here, apparantly a version of Sega's Time Scanners has turned up that is unusal in the sense it's disc based, when i first heard about it i assumed it was maybe some prototype version which ran on the Sega System 24 platform that never seen a final release, but apparantly thats not the case and as yet it's unknown what hardware this game used.
long story short the disc was sent by a Sega System 24 collector to be checked over by a member of the C64 preservation community called ZrX-NoMs and he happened to mention in a chat room i frequent that he had a Sega Arcade disc which had Time Scanners on it and well the speculation then started.
i have no further info as yet but here's an image of the disc in question.....

could 'just' be a development disc with code saved on it rather than something that's meant to run on hardware?
