ShouTime and rtw dumped OUTRUN 2 SPECIAL TOURS (GDX-0011A). Brian Troha dumped an alt version of Pit Boss made for EEI-CVS International. Andrew Welburn dumped a version of Jungler made by Subelectro.

Beside language, are there any changes between Japanese and Export versions of the game?

Strange, it's pretty common though. We had two of them at the arcade I worked at back in the days: https://www.youtube.com/watch?v=OVhywCXI4XE

Unfortunately, Sega Amusements didn't produce enough of them to meet the demand from operators (and the seats of the OR2SP euro twin cabinet were less good than the ones of the original). Lots of OutRun2 were not upgraded either. Nowadays, it's easier to find a Japanese cabinet on the used market.
By the way, the SP version of the game is infamous for the force feedback behaving strangely (and even disappearing) if driver's view is selected. Otherwise, it's a lot better than original OR2.

good question, currently I'm not really sure main difference between GDX-0011 and GDX-0014 is language/region. it can be for different Chihiro setup types instead.
