Ultrastik 360 / Windows 10 / Mame - Not Working

This is probably not the right place for this question but I thought I'd start here just in case.
I just upgraded my cabinet from Windows 7 to Windows 10 and my Ultrastik 360's no longer work using Mame. This was an in-place upgrade and the joysticks worked fine under Windows 7.
The joysticks themselves seem to be working fine outside of Mame. I've tested them with the Ultrastik software, the Windows joystick utility (joy.cpl) and the Daphne emulator.
I have also tried using them with a fresh, vanilla installation of the latest Mame version as well. The only time they showed any sign of working is occasionally pressing the Player 1 start button sometimes started the game (Pac-man in my testing) but nothing else functioned after it started. One more note is that I was not always successful starting the game with the Player 1 button. It seemed to be random.
Anyone have any suggestions? I'd like to keep the machine on Windows 10.

I figured out what was going on.
I used Pac-man as a test game but I could ever get it started unless I inserted two or more credits. Then once it started the joystick wouldn't respond.
Turns out it's because my controls are now reversed. For whatever reason when I upgraded to Windows 10 my cabinet has switched all player 1 and player 2 controls including the trackballs and spinners attached to the Opti-Pac.
Now I just have to figure out why.
