Looks similar to Altered Beast (datsu bootleg), is the same hardware?

I seriously doubt this is actually Mexican in origin. Most of our bootlegs came from China - some of the games I played during my childhood ended up being added as Chinese or Korean bootleg dumps in MAME.

That said, it's a neat find, and I'm glad it's dumped and documented.
