As I was looking at the video, it reminded me a lot of Double Dragon (the Neo-Geo VS fighter.) Since the board said Voltage Fighter Gowcaizer... I strongly suspect this was one of Technos' final projects before they went bankrupt.
A post by NeoTurfMasta in the Neo-Geo.com forum said the cards may have been from 1996, which lines up with the dates for Technos' Neo releases (Double Dragon + Gowcaizer were from 95, Super Dodge Ball was 96.) Pretty neat find.

I wouldn't mind getting that guy on the DU because we actually were outbid on this (because we didn't know what it was or if we were bidding against someone mame-friendly) and he would have gotten it for less as well. Anyway it's great he shared it and researched it.
