IPAC 2 issues setting up controls for emulators

I have everything ready to go in my arcade, I have retropie running, and roms loaded. My one issue is getting the controls mapped correctly for the different emulators. For example my NES emulator has the A & B buttons reversed. How do I fix this for my various emulators? Ive seen some posts where you go into the config. What program do you open those files with?

Any kind of configuration file that won't open (and display regular text) with Word doesn't get opened. MAME has always had in internal UI to set global controls, etc. Other emulators should....should....have the same or similar.
