This is a weird question or I've missed something. You want to simulate a low res CRT on a low res CRT ???
HLSL or whatever crt shader is to simulate those over a HD display for instance, but you're buying the actual genuine thing, so you'll no longer need shaders or anything.
But you'll need a 15KHz-capable setup as he said, yes.
PS: the tri-sync is also capable of displaying VGA-type PC signals if you want, so you could use HLSL on it, but that would be absurd since it can display real 15Khz signals anyway.

HLSL looks like ass on anything less than 1024x768. The op needs ta be readin a bunch o things if they's gonna be using a 15khz monitor. Since they're thinkging of using HLSL on it, they don't know one from the other.....

I'm assuming this is for arcade/older console only.
With that assumption in mind, I'd go with the trimode and get soft15khz (http://wiki.arcadecontrols.com/wiki/Soft-15khz) set up to work with it.
