Windows 7 doesn't load when IPAC4 is connected

Windows 7 OS is stuck at the screen "Starting Windows" when IPAC4 is connected through USB. Once I unplug it, OS continues to load. This problem is not with BIOS Boot Order, because the system started loading Windows.
So every time I had to unplug the IPAC4 controller > load Windows > MAME Launcher is loaded on startup > plug IPAC4 > Kill MAME Launcher and start it again (as MALA doesn't auto-detect IPAC4 when it is plugged in).
Hope someone would have faced this issue and resolved it. Any help is appreciated.

Not sure if it matters, but are you using the USB cable that came with it?
I know that older IPACs required a special USB cable since it wasn't standard.

Yes I'm using the USB to Serial Cable that came along with the controller

USB to serial? Maybe 7 isn't digging the serial end....

I have exactly the same problem. It happenes on both win7 and win10.
Does anyone have any ideas
