Update for 0.165 version, this is the web page for download: progetto-SNAPS MESSINFO.DAT.
Clean version with no additional files, can be found here: progetto-SNAPS Naked MESSINFO.DAT.
Changelog: * 9.18 29/08/2015: Aligned files to 0.165 version. Fixed some typos error. Updated this files: 'sourcechanges.txt', 'changelog.txt', 'alltimesMESS.txt', 'Drivers SVN...txt', 'supportedMEDIA.txt' and 'Index of Devices'. Updated the SVN until August 26, 2015 (r40488). Added other authors (93% right); fixed other various typos error. * 9.17 26/08/2015: Updated "messnoinfosets_?.txt" file to 0.165 version. * 9.16 15/08/2015: Fixed typos error in: "alltimesMESS.txt", "changelog.txt" and "sourcechanges.txt" (thanks to Stiletto).

Would you believe me if I said I just found out about this file ? They are for non-arcade machines only ? No software list games in them, just MESS machines ?
I'll add support for this file in Emu Loader. To search info on this file, category_home.ini file will be required though (so EL can properly tag non-arcade machines in the games list).
Sadly, I can't show Unicode text in the RichEdit control. What is the difference between the Unicode and the Windows files ? Just the format of the file (and of course, Unicode texts).
EL can open and read Unicode saved files and I assume that game entries tags use the same as mameinfo.dat. EL can detect game entries with $info=machine_name $mame starting tags and $end ending tag. ... and driver entries as well with the $drv tag.

The purpose is to give information on the various machines emulated by the MESS (now part of MAME). The file format is Windows 1252 (ANSI) not Unix. I still did some tests and some validators reported was "unknown format"; I then re-encoded the file again - now online. I see, however, that is no longer recognized by MESSUI (version 0.164); as you can see up to 0.163 display it is correct; perhaps there is a bug in the last two versions?

Weird, you should probably use a different ZIP program. Anyhow, he uses nested compression for maximum compression. Normally you'd extract history.txt and ps_messinfo.dat.7z from messinfo.zip on his site, and then need to extract ps_messinfo.dat.7z with a 7z program.
Here's a standard ZIP compressed file, with much less compression than messinfo.zip.
