sfex, sfexp, sfex2, sfex2p (probably other Capcom ZN games): Odawara/Nigata region?

I just read the cheat XMLs for the games listed in the title, and noticed that those games have special region settings for prefectures of Nigata and Odawara, in addition to the nationwide Japan region. Why?

Generally that means those prefectures have some more-strict local law(s) that the games may wish to follow. I don't know specifically what those would be in this case, or if any of the games do actually change anything when set to those regions though.

Doctrine Dark has a throw move where he slits a character's throat and a fountain of blood spurts out, that's what's changed. It happens in pretty much every single region that isn't Japan too
