J-PAC / ArcadeVGA 5000

I purchased an ArcadeVGA 5000 and a J-PAC about a year ago for an Astro City MAME conversion. It has worked flawlessly till today. The video displays but its all jumbled up and scrolls. I know it is not my jamma harness or monitor as I tested it with a neogeo jamma board. I tested the ArcadeVGA as a normal video card and it displays just fine (i guess i should mention i only used the DVI on the normal computer monitor). Now the J-PAC...the SYNC-IN light stays lit orange and the test light flash about 3 times or more (it flashes really fast for me to count) and then stays lit. I disconnected the the control panel and then the monitor to see if the flashing stops and it does not. The SYNC-OK does not light at all. Everything worked perfectly before. Is it a possibility that the J-PAC went bad? Is it possible that the J-PAC went bad and wont display the correct output? It used to display the BIOS at boot but that too is garbled. I should also note that i put the ArcadeVGA in a different computer to make sure the motherboard for my MAME machine isn't causing an issue and its not.

What monitor/its scanrate specs is in the Astro City?

The monitor is an original Nanao MS9-29S 15/24 kHz.

I'm confused. You put the AVGA in another computer to see whether your motherboard is good? You mean, you pulled the AVGA to see that?....did you test the AVGA in another computer?...did you try that set-up with your cab?

So, it is the J-Pac that went bad. Long story short, I got my hands on a capcom I/o board and hooked it up to my set up with the AVGA and the picture came out perfectly with no problems.
