No sync in light with j-pac

I just got in a j-pac, the ps2 version (supposed to be the usb version). I'm still waiting on my GBS-8100 to convert VGA to CGA. However I thought I would go ahead and throw it into my cabinet to see what happens.
I plugged it into the jamma harness, plugged up a PS2->USB for power and plugged in a monitor cable. The self test light is solid and the sync in light is off. I tried a couple laptops, a desktop and a raspberry pi (hdmi->vga). In all cases the sync in light was off. I tried various combinations like turning the cabinet and monitor on first, then the pc. Turn the pc on first and then the cabinet. Still nothing. I have the 15 and 31 jumpers on.
Without the GBS-8100 sending 15khz, should the sync in light be on at this point?
