Arcade VGA card issue - Arcade Monitor screen keep on rolling up

I bought a new computer and play the Mame with Arcade VGA card and JPac connect to the Arcade cabinet with 15hz, using Windows 7.
After I installed the Windows 7 64bit drivers, I plug in the Arcade monitor with VGA port through IPac interface and typical LCD monitors with DVI port, I found that the Arcade monitor keep on rolling up and could not stop. The LCD monitor just show a Windows background screen.
I cannot move on in this point and could anybody be able to help.
(P.S. I also noted that it seems have a V-Hold in the arcade monitor to control the Windows rolling up problem but I could not find this button, just can see some adjustment on the contrast, RGB colors, etc. I am using Sega Astro Boy arcade machine)
Thanks for your help in advance, your few words may turn my life from downs to ups.

The v-hold should be a pot right inside the panel, probably to the right, with the other pots. Should say v-hold.
