Looking to make a simple logo. Something like 5-6 hollow arrows arranged in a circle and within each arrow have a word or two like "Startup" and "Rollout". And in the center of the circle have either an acronym like ACME or a picture of one of our products.
I have Visio and Powerpoint but it's not coming together.

Not made for that. Try some kind of free/open source vector drawing program. I use Inkscape. If you follow the tutorials, skip to the one where it tells you how to put shapes in a path. Then you make some hollow arrows, put them in a circled path and the rest should be easy.

How urgent is it required ? Would 3-4 weeks be OK ? If so, why don't you work with a local high school to make it a competition with a prize ? $100 1st prize, $50 for second, $25 for 3rd ? School kids could work on a logo to meet your requirements and enter it into the competition and you and the principal judge them ? And, think of the goodwill and publicity your business / products would get ? Mentioned in the school news letters, probably get some coverage in a local paper ? For a lousy $175 (or whatever you decide) you could get a great logo and some goodwill and publicity. And this could really help and motivate young people right when they need it - when they are thinking about their future, career paths, etc, and give them some experience to kick start their future.
Anyhow, I have zero artistic skills, so if I needed a logo for a proper business or product, I'd have a crack at doing it this way.

I never did that. On CDs. Cassettes, though, yeah. Except I had to create my own font, in my own drawing program, in Commodore BASIC. And flip dips inside my printer so it would would draw the 7-bit lines I used to render everything.
