(I didn't include the contact information, but all of the email addresses still point to the progettoemma.net domain, so it likely hasn't been taken over by squatters, etc.)
The clue is in the link above saying its status is in clientHold. This causes the NS records to be pulled pending renewal / reactivation, so the domain won't resolve during this time. It is showing an expiration of 24-jan-2016, though, so it's also possible that the domain is active but DNS changes haven't propagated yet.
Give it a day or two and see if it's working.

You know you can do a lot of what MAWS provides in Mame already via the commandline, right?

According to a post at the MAME Italia forum from a guy who contacted s_bastian, it seems he doesn't have the time to work on ProgettoEMMA anymore and for technical/personal reasons the updating of the site can't be passed to someone else, so ProgettoEMMA won't come back.

Well, there's MAWLER, which is an offline search tool you can download over at ArcadeControls forums.
But yes, I would be very disappointed to see a website like this gone too!
