Newbie to MAME and having problems with screen-tearing and .ini file setup. pLEASE HELP

Hello, I'm entirely new to the MAME scene so please excuse my lack of knowledge. I’ve been able to get MAME up and running on my Microsoft Surface Pro 2, however I’ve come across issues with screen-tearing which appear to be consistent throughout all games tested.
I’ve attempted to setup an .ini file, but I’m not sure if I named the folder correctly. I hope someone here can provide some help. I appreciate any guidance you can provide. Thanks! Here’s some info on what I’m working with.
Surface Pro 2 i5 8gb Windows 8.1 Downloaded mame0156b_64bit.exe
Steps I’ve taken so far: 1) Created a folder in my downloads and named it mame32 2) Downloaded 7 zip & mame0156b_64bit.exe 3) Extracted files into mame32 folder 4) Downloaded roms into the roms folder and left them unextracted a. Ran the program, mame64.exe and noticed there was screen tearing in the games
5) There is no .ini file, so I created one This is where I’m lost… 6) Instead of going to the command prompt, I went to windows explorer and typed in the search field, *.ini 7) I then copied any .ini file 8 ) Pasted the copied .ini file in the MAME directory 9) Deleted its copied contents and rename the file mame64.ini 10) Copied the commands for the .ini file from http://www.mameworld.info/easyemu/mameguide/mameguide-inifiles.html 11) Pasted contents to the new file mame64.ini in Notepad and saved it 12) Changed “waitvsync” from “0” to “1” a. Result: No change. Screen tear still evident. 13) Then, I changed “triplebuffer” from “0” to “1” a. Result: No change. Screen tear still evident. 14) Now, I’m here on this forum seeking help.
This is my first time doing this, so I'm unsure if I took the correct steps for named the files correctly. Can someone please tell me where I went wrong and what I need to do to get rid of the screen tearing?

Right click your mame folder while holding shift, then click "open command window here".
then enter [nameofmameexecutable] -cc
to create a default mame.ini
