Please help me with the name of this game

I played it in a pub a handful of times when is was in my teens before we ended up moving and never seeing it again. It's a top down driving game from the early / mid 90s and I can't remember its name. It started with a cut scene of some kind and ended with your mini character either running (or being chased?) to a car and driving through some barriers or barrels - then as you take control of the car - the view pans out and it becomes a top down driving game. I'm sure 12 DOHC was in the title somewhere.
Please please help me find this game.

Sounds like City Bomber by Konami.

Ok this search has just gone off on a tangent. City bomber is indeed the start of the game I was asking for help in identifying - I'm amazed to see it after all these years.
The problem I have is the 12 DOHC thing. I definitely recall a stage where you finished the race and either round 2 or 3 race was in darkness and you could only see the track / path with your car headlights.
It's obviously a different game and my somewhat flaky memory has merged two games in to one
Anyone have any ideas ?
Thanks for your help so far - seeing city bomber has made my day. I'll be playing that as soon as I sort some free time.

I'd try Road Fighter (roadf). It has that term you suggest and has very similar overhead racing gameplay overall. It is also another Konami title.

Special Criminal Investigation was a top down driving game but that had a gun as well as a steering wheel. Does the game you are thinking of have gun?
The other top down driving game that springs to mind was Outrun which was in a convertible Ferrari.
Do you know what kind of car it was in the game or, at least, what color it was?
I think there are a number of top down driving games from that time period...
