Does these pages get updated on every MAME source release? These aren't files. Just pages.

No. The pages must be manually updated or uploaded which is the old way of doing things. We recently changed the link to point to the GIT tree so don't use this as it is version 0.148u1 and you aren't supposed to be using that.
Please use the link from main page as provided.. http://git.redump.net/mame/tree/ which is a current SVN copy.

I have that one book marked while back. Just going through the drivers.

Is it actually possible to browse the source on that SVN mirror? I could be completely clueless and missing the obvious, but I only see diffs there, whereas the git mirror lets you walk the source tree in a web browser.

As far as I know, no, SVN does not allow it.
