I think the same guy had a buy-it-now on one last year for about the same price, if someone made him a offer to buy it now then you might get it for 299, he has the make a offer option available.

I mean with domestic shipping it's ~350, because the PC weighs so much. The average cost of an old pcb has always been 50-150. 50-75 is "cheap". 300-350 is on the very very expensive side. It's also unappealing because of the hardware, though. If you have enough money to where that is cheap to you though, by all means.

You could just buy the software disk for $10 if you wanted to dump the game for MAME http://rawthrillsmedia.com/software-archive/sb/

Useful link indeed. Those could be added to mame in their default ripped state, but a runnable version would need to be a hard drive image taken. It's probably possible to install them onto a hard drive with just the disc then image that, but you would not be able to run the game without the dongle and correct hardware config. The dongle looks like a type with nothing that can be dumped so it would just need to be hacked through in the emulation, but a lot of this is guesswork, and we also would eventually need the PC specs and bios dump. Still the cd/dvd rips would be welcome.

Superbikes 2 has the software DVD as well i just seen, and maybe all the others, i haven't checked, it will be good if they all get dumped. Superbikes might be worth emulating, but no point at the moment really trying to emulate the others, there won't be nothing fast enough to play Superbikes 2 and the other more recent ones for a long time, maybe Superbikes would run at full speed, i think that was made in 2005.

If mame isn't even running PC based games from 14 years ago I wouldn't hold your breath.
TBH even these install disc images would probably just go on the mamedev ftp for a few years before even getting added since they are for sale. If they were free downloads it might be different assuming the games themselves are old enough. I'm pretty put off now from PC based games from 2000+ personally. Lost hope.

Yeah Superbikes was made in 2005 i think, maybe a Stand Alone emulator might run it at full speed, maybe, i don't know enough to say for sure, but it is probably not worth all the work just for 1 game, wait for faster CPU's and then make a multiple Raw Thrills emulator would be the go.

You can get a lot of Model 3 stuff far cheaper for the board only. I paid £50 ($85~) for a Model 2 board working, and have seen Model 3s for about £250 ($340~). $1000 is nuts unless it's mega rare or it's brand new.
