Configure ROM Path

I can't figure out how to show MAME where to find roms. I read how to do it in the instructions, but I didn't see anywhere to put in the instructions it said. Also, I can't figure out how to use overlay effects.

Those are terrible instructions if they didn't mention mame.ini.
What version of MAME are you using?

It's 0.152. I have never used actual MAME before. Up until now, I've been using MAMEUI64. I can't figure anything out about MAME. I want to use texture overlays, but other than a choice that says Overlays Allowed, there's nothing that will let me pick one. Whereas MAMEUI64 has a section about it. I also can't figure out how to install a front end.
Also, I just looked through the entire MAME folder, and there is no MAME.ini

I did that, but it doesn't change anything. I still don't know how to change the rom path or use the overlay artwork to emulate a CRT monitor.

Open mame.ini in notepad and change what you want.

open it up and point it to where your roms are.
