I think it was because he was trying his damnest to keep what he was saying clean, so that his point would be taken seriously. His voice starts breaking up at the end because he's getting so angry at her dismissals. Watching the clip makes me equally furious with the teacher's behavior.
I was a public school kid and my high school was in an equally terrible condition as this kid is explaining. My teachers didn't care one bit for the students or furthering their education. Unless you were on the football team, or a cheerleader you might as well have been invisible to the staff.
