How to get HLSL running on MESS

My MAME usage knowledge is excessive. Unfortunately, my MESS knowledge isn't. What am I missing. I am using commandline MESS, and since MESS doesn't use an .ini file I'm lost.

erm... MESS *does* use .ini files for settings
just run "mess -cc" or copy over your mame.ini and rename it to mess.ini

MAME/MESS/UME basically functions the exact same.
as eta already said execute
mess -cc
mess64 -cc
