As for why no ports, probably because it would be pirated to hell and back. Or because they'd have to write some sort of an emulator to wrap the game around.
I'm sure it's because they found previous phone ports not to be profitable enough. Nothing is pirated faster than DC games. They were zero day'd in the 1990s.

PC games get pirated months before they even reach the factory. :P

I can't agree with this, almost all modern PC games have online activation, so they can't be pirated until launch day, but console versions can, and often they are pirated 1-2 weeks before official release day.

Nah man, the problem with online activation stuff is it's garbage. For the FIRST game that uses that particular encryption method sure, it takes a while. But then they release 10-20 more games using the same security, and it's often as easy as just replacing a dll or exe with the previously cracked one from the first game.
All anti-piracy methods end up doing is annoying the paying customer...Us MAME cab guys often have to download a pirated copy of a game we legally own just to get it to play nice on our cabs.

BUT, as I already sayd, pirated console versions you can download from net and play on hacked console faaaar before that day.
IMHO "big PC game piracy" is kind of urban legend, console and handheld piracy is much bigger now.

You're mistaken. These "significant" parts are not missing content, but update patches.
I've activated a few Steam games on my account and installed them from disc. Metro 2033 only downloaded a couple of MB because the game received some sort of free DLC update after the game was released. Rage received a texture update so I had to download a few extra GB. Unreal Tournament 3 received a HUGE update because it was upgraded with a new patch with tons and tons of new maps and skins a while after it was released.
Any game you buy on Steam is downloaded completely to your computer. The only stuff you don't get is DLC, depending on the game. Some games, like Magicka, include the files in your game but don't let you access it until you buy it, while others download additional files (from a few KB up to GBs worth) after purchasing the DLC.

PC games are the same. All it takes is some guy at a duplication factory with a USB key.
I have seen examples where Steam will not decrypt key game data until the actual release date. So you will get the data but it wont be useful to you without the decryption keys (which aren't published until the game goes live)

Do you have the time of such an event ? I watched it a couple of times but did not notice anything awkward.

Oh, well he mentioned retail games, so I went with that. Preordered games are another thing. ^^;
And sometimes the game will be decrypted but it won't let you play it because the game hasn't gone live where you live.

Online functionality and being able to play the game aren't the same thing.
Street Fighter IV, for example, was cracked before it was even officially released. Much of the "crack" involved simply bypassing windows live. The is the method to bypass most security btw.. If it's a windows live release, bypass windows live, if it's a steam release, bypass steam. As I said before, it's usually as easy as replacing a generic dll.
Steam is not the end-all and be-all of pc game releases anyway. Generally the non-steam version is cracked.
Ahh the younger generations and their fps and mmorpgs. Single player or GTFO!

It happens a couple of times starting at about :29. When the yellow-ish thing shooting out bullets in a ring blows up, its bullets sometimes disappear.
