Prior to starting the MAME 0.147 cheat file compilation process I decided to get a bunch of MESS 0.147 softwarelist cheat files out of the door, enjoy.

How do you enable cheats in mame 0.147?
I downloaded the cheat.zip and placed it with the mame.exe, now there is no mame.ini file with the 0.147, so i added (- cheat) so it became (mame -cheat), how does the cheat works? Because if you press "TAB" the options comes up no the cheats.

I am really new at this, i renamed it (mame -cc) or (mame -createconfig) but nothing happened when i enter the game.

... are you renaming mame.exe in Windows Explorer?
... instead you should be typing "mame -cc" at the Command Prompt.
... or did I misunderstand your English?
