Strangest bug ever?

I was 100% sure this was a bug that only I had on my computer, then I saw that screen clipping in some "Semicom" games was a real bug. I had also thought that it was just part of the glitches I was having with my monitor.
Many months ago, I ran an emulator (not MAME, MESS, FBA, or Raine) that messed up many settings on my monitor. The screen will not display 60 hertz full screen any more, and has slanted somewhat. At least one side of the screen always has a black bar, or is partly offscreen. The screen resolution even keeps changing when I run different programs.
Now to the MAME bug, It only happens starting with version 143. (the first version I installed after my monitor was messed up) Version 142 does not have the bug, I don't know about U versions. The bug is that the graphics are scrambled - only on vertical screen games, and only on the pause screen. When I change the screen to horizontal, the pause screen becomes normal. Every time I take a picture of the pause screen, it comes out normal. Now for the really strange part - I can get scrambled graphics of recently played vertical screen games to be on the pause screen of the current game. The recently played games can be from any version of MAME or MESS I have installed. I can get scrambled graphics from "Megaduck" games from MESS 140 on the pause screen of vertical games in MAME 146. I use different ROM folders. This does not happen every time, but often.

What video card do you have? Are you using the DX8 or DX9 renderer in MAME and MESS? (see mame/mess.ini)
It sounds like you may have defective video RAM, or, if you're lucky, it's a driver problem.
Try completely uninstalling (until your video card appears as "Standard VGA Controller" or something like that in Device Manager) and then reinstall your video card drivers.

I think my video card is "Direct 3D". I am quite computer illiterate, and the last time I tried to fix the problem, I made the screen even more distorted than it was. Are you saying that the scrambled graphics on the pause screen is only a bug on my computer, or a real MAME bug?

How did you mess up your video so that you can't do 60Hz anymore?
Did you install something intended for 15KHz arcade monitors like CRT_EmuDriver or Soft15KHz?
