it was to switch on/off the newui in MESS (a Win-only replacement for the Internal UI, featuring a familiar top bar with drop down menus like most Windows programs have), and for some releases in MAME too, even if most users did not even know about it. it is now available only in MAMEUI/MESSUI and not anymore in MAME, so if you put that in mame.ini it gets simply ignored by MAME (and MESS).
