ROM or CHD & ROM when new game added from whatsnew.txt

When updates are added to MAME, is there is a way to tell soley looking at the whatnews.txt if the game is going to be a ROM only or a ROM/CHD combo?
I normally look at the PCB photo and if no Hard Drive, CF, SD or CD/DVD's are present in the pictures posted I assume it is ROM only.
Are there scenarios in which a CHD would be generated from a CHIP only PCB?

Not specifically, but if you use QMC2 Front End it will display a games ROM Types (ROM or ROM, CHD)
