Well it's probably been asked again, but since all those are in active development, this question is always current.
So... Which one is a bit (or more than a bit) better than the others? (not talking only about MAME/MESS dats, but also TOSEC etc.)
- clrmamepro? I used to use that. Wasn't very intuitive back then. I am not sure I can even catch up with it now.
- romvault?
- romcenter?
- romulus? It's version number scares me a bit.
So... any educated opinions out there?

I've always used clrmamepro without a problem. Roman updates it regularly too.

Yes me too (in the past - I have "paused" for a year or so)... but have you actually COMPARED with the alternatives?

I tried Romcenter years ago and did not like it as much as clrmame. I've never heard of the others. I've gotten used to clrmame, so that's what I use. I guess I am kind of set in my ways. Probably why I still use MAMEUI.
You are free to try all of the others out and let us know how they compare.

It's always been TOSS-SEC in my head, but I have a tendency to pronounce things wrong anyway.

Well for me it comes from "Truthfully I dOn't honeStly carE how it spells Correctly" so...
Well I spell it as it sounds in Greek (which is like reading those letters with no pronunciation "color") TOSSEK.
Also I think they have explained their pronunciation in their site?
Back to ROM managers?
