You're wrong, it's another Mahjong Hanafuda Cosplay Tengoku game. Not sure which one as the top part says "Super CD #8" but the Cosplay Tengoku 7 in MAME is 1999 so it's way too early to be the sequel to that. Maybe #1?

I saw that one myself and didn't buy as I don't have the hardware to play it. Almost certainly earlier hardware as it is running on a CD as opposed to DVD. That, and the 1995 on the marquee

I think the 1995 date refers to the series copyright year, not to this game. The "Nichibutsu" arcade game list shows the disc based games starting in 1998, and shows this game to be from 2001.

Is the pr0n animated and will the game be fully playable in MAME? I know "certain" DVD type video can't be supported, but what about CD based animation?

Does not appear to be animation. Does not matter data medium or whether something is a cartoon or not. It's mpeg encoding that is the patent issue, or at least can be, depending on a few variables. Anyway why would it be a cartoon when there are real girls on the flyer.

I wasn't referring to animated as cartoon, I should have said video, my bad.
I didn't think many CD based videos were MPEG, but yeah that was what I was thinking of it used MPEG or not.

Just to note these games don't even follow Video CD/DVD standards. They're plain data CD-ROM/DVD-ROM discs with an MPG file stored inside. You can easily extract the CHD to ISO, mount it on a virtual drive and playback the video on media player without major problems.
