It's been my experience that the people that frequent topless or nude beaches should actually be the ones covering up.

Heh, or maybe you're at the nude beach for the wrong reasons!

You'll probably see about the same percentage of attractive (or ugly) people on the beach as you'd see in the street or the supermarket on any normal day. However, at the beach you might be instantly disappointed while in the supermarket your imagination is free to idealize what's hiding underneath the clothes worn by a beautiful woman. But you'll never know if she has a prosthetic leg or if her left tit is rolled up like a curtain!

The concept of "best nude beaches" is a bit skewed if the criteria is where you get to look at the most attractive hot naked women (I didn't follow the link yet).

Brazilians don't understand the concept of nude beaches either (99% of beaches in Denmark have literally no dresscode). They imagine it's a giant 24h orgy or gang rape or something.
Ideally, being undressed at the beach is not supposed to be about sex or about showing off. Most people can't seem to get their head past this decoupling of nudity and sexuality, for most people being naked is two-dimensional - it's either highly private, or sexual, there's nothing in between.

I've seen naked men and women playing beach volley, laughing at their bits flopping around in the wind. It doesn't look very sexual and after ten minutes you don't even notice it anymore. Everyone is the same, kind of like soldiers in uniform!
