The end of the line.....(AKA: to upgrade or not to upgrade?)

Well, before HLSL, I could run all my games (including STUN Runner) on my old 2.8ghz P4 and Geforce 6800 (third set of pipelines unlocked).
Now, at 1280x1024, with only adding scanlines in HLSL, I'm having trouble getting 100% with games like Joust.

You said it all right there, "HLSL". Turn it off and your speed will come right back. My 2.8GHz Celeron is in the same boat, however I cannot even enable HLSL since I only have an old Radeon 9550.

and notice that "-effect scanlines" work without any need of hlsl...

It's a pretty cheap and easy upgrade: you'll get your speed back and keep HLSL with a newer video card, no other changes necessary. The 6800 is two major redesigns old now in Nvidia terms; the 8xxx and then the 4xx both added significant shader processing capacity, which is what HLSL needs.

Yeah, I remember seeing 8xxx cards two years ago for under thirty bucks. Ah may do thaat. Or perhaps an ATI equivalent.

My card will handle HLSL vertical games run horizontally at 1280x1024. It maxes out at 1024x768 for HLSL horizontal games, so I just have switchres+1024x768 for horizontal games. With the way current D3D works, there is no artifacting, and the image fills the screen.
The only thing I've had to get used to is vertical scanlines for verts. And I have, mostly.

The trick is finding a newer card in AGP to fit that old motherboard. There are only a couple of options, and they aren't necessarily all that cheap or easy to find. I've given up dumping money into my old box, I'll live with it as-is until it dies or I can swing a full blown upgrade.

Mine's PCI-E, though. I just haven't really looked into it, especially as I have it under control now.

Thanks for asking, the replies so far have been revealing.
I am facing a similar question because I am in the middle of kicking out a dozen PCs and CRT monitors which I have kept in my apartment in a dedicated gaming room for occasional LAN parties (COD, DOTA, teeworlds...).
I have decided the main criterion for keeping a system is its ability to run latest MAME, so out go the GeForce 6s and AGP based mainboards...

Interesting; I HAVE to turn on HLSL on my old Pentium4 with AGP Nvidia 7800GS+, or I usually get a BSOD from the Nvidia drivers! But turning it on doesn't do anything, as my card's too old I guess...!

instead of running your games in 1280x1024... use the default resolution and let your videocard upscale it using direct3d + fullscreen + keepaspect.
it will look the same but will use a bit less cpu.

26 days ago I bought a Core i7 2600 with 8GB RAM and GeForce GTX 570-HD 2.5GB and everything runs at full speed now. best upgrade ever.
I had a jurassic Pentium 4 2.8GHz, 2GB RAM and Radeon HD 4650 1GB. Could barely run Elevator Action at full speed.

At 1900x1400 or whatever, I'm sure. I don't need that high of resolution, especially as it looks like I might be going back to my arcade multisync, in which case I may go GroovyMAME.

I always run full screen, and though this monitor is a 5:4 ratio, HLSL-enabled games look better in 4:3. What 'default' resolution are you speaking of? If I put it 'auto', it runs at 640x480, which blows everything.
