One of my old roommates used to be a bartender and he said that a lot of bars buy the cheap stuff and put it in Grey Goose bottles. Most people can't tell the difference, especially when it's mixed.

I bartended for a little bit in the city. 75% of the "kids" wouldn't call out a half diluted bottle of Smirnoff presented as Stoli. It was almost fun to see what you could get away with...
Kid: "This tastes a little weak"
Me: "No problem, Let me put another shots worth (of diluted piss vodka) in there"
Kid tastes, approves, leaves a decent tip, still doesn't have a drinks worth of liquor in his glass
It sucks, but that's just life in a city bar. (Never would do that to the "real" customers...)

I'm sure you could give a lot of people paint thinner and they wouldn't know the difference. I have to say I was impressed with the expert in the Mythbusters segment on vodka filtration. I always kind of assumed there was a fair amount of BS there as well, but this guy nailed it exactly.
