Auto frameskip not functioning in dirtdash

I played this game (Dirt Dash - dirtdash), then I noticed something awry: the automatic frameskip is not functioning. At poly-crowded zones, it should. But it remains at 0 when auto frameskip is used.
What happened?

Auto Frame Skip (-afs) does not work when it there is not a value known where to throttle the emulation. Therefore, make sure throttle is ON (tap F10) and do not use -nothrottle.

Hell, I just wouldn't play the game if it didn't no run top speed. EH.
