Arcade Monitor specifications 'pixels'?

I am trying to get my head around this stuff and maybe someone can help clear this up for me.

In this example I will use a 'standard pitch' Wells Gardner K7000 series 19" Arcade Monitor with these specs from the manual:
stripe trio spacing (standard): 0.82mm
Horizontal Frequency: 15.1kHz to 16.8 kH
Standard CRT 400 pixels x 240 lines

Since Arcade Monitors are analog devices they don't actually produce 'pixels' which are digital right?

So what does that '400 pixels' in the manual specifications signify? Does that signify the 1:1 ratio of 'peak' detail of a digital pixelated image 'horizontal pixels' that can be displayed, and an image with higher or lower number of horizontal pixels will be displayed at a lesser quality or chopped?

Correct. But there really is a fixed number of phosphor triads on the screen. If the game's resolution doesn't perfectly match that (and it almost never does) then each game pixel covers some number of triads, and some triads can actually be at the switching point between two game pixels, so you'll get a subtle blending/blurring effect. This is part of why games look better on CRT arcade monitors. (It's also why old low-res DOS games looked better on CRT SVGA monitors than they do on modern hi-def LCDs).

So in this example, would '400 pixels' in the manual signify this limit?

I would guess that that number is only for 'active' pixels since they also specify a line number of 240 which must not include the 'blanking lines'? Otherwise this arcade monitor is not optimal for displaying 240 vertical res games which I would think is highly unlikely?

So very true. It's a shame but I think the old tube will be all but extinct during our lifetime. Unless some kind of Renaissance occurs... like how MP3s are convenient, but true music fans are turning to vinyl.
