No one chooses to exclude a group like that. There are laws in place in the state that make it difficult, impossible, or unprofitable to include them.
Personally, with the tax laws in the US being what they are, I can't affort to win any non-cash prizes, and even those need to be huge amounts before they have any meaning at all.

Yeah, I guess it would be kind of a pisser to have to pay taxes on an $8,000 gaming rig I don't really need. C'mon second place!

Yup we here in RI are used to getting the shaft,smallest state,largest amount of corruption.The only think that is not voided\excluded in RI are cigarette coupons,I wonder why...
