I have seen this game's PCB version gameplay on YouTube.

However, I see some difference between the video and MAME version of this game.

Compare this:



and this video (look at 0:19):



As the title says: Is the car in the title sceen supposed to go upwards (current MAME behaviour) or downwards (PCB behaviour)?

Yeah, sounds like a bug, it's been added to MameTesters now: http://www.mametesters.org/view.php?id=4413
Please don't hesistate to add a bug report to MameTesters yourself when you find one, instead of this forum (though use the search to make sure it's not already known)

Maybe it faces different directions randomly?
