If they're doing like GOG does, it'll have a built in dosbox launcher.

Odd, then, that it does not say this: http://www.impulsedriven.com/xcom1 "Note: This game uses DOSbox to run in an emulated environment."
I don't actually keep tabs on those guys much anymore. Maybe the guys at VOGONS (http://vogons.zetafleet.com) know.
[EDIT] A quick Google search shows that there was a port to Windows. Google "Orion95.exe"
[EDIT2] ... which would be MOO2, not MOO. Hmm...
[EDIT3] It actually looks like the description is defective. It says MOO1 is included, but that's not mentioned in the Features. Also, the original price of the bundle is 15.98 - aka 5.99 (MOO2) + 9.99 (MOO3)... weird...
My best guess is that it does use DOSBox for MOO1, but they left it out of the description. But MOO2 and MOO3 existed for Windows.

I also don't see MOO 1 listed in the description.
*edit*
Nevermind, I see it now. I just find it odd that the 'features' list has nothing about MOO 1.
