I wish I could dig up the link, I stumbled across a site one time that had listings of all kinds of anomalous radio broadcasts. Some of the better known numbers stations, things like the Russian Woodpecker, and even weirder stuff. Some were eventually explained, some vanished without an explanation, and a few are ongoing. It was fascinating and slightly creepy.

Yeah, as a kid with a shortwave radio I had no idea what it was. I used to tune numbers stations and wonder what they were all about, too. Back then, you couldn't just Google it.

I think the official explanation of the "woodpecker" fits, though - ionospheric over-the-horizon radar. Similar in concept to this one: http://www.defence.gov.au/dmo/esd/jp2025/jp2025.cfm

Years ago in Chicago there was some sort of abandoned RADAR test facility along Grand Ave. near where the Brickyard Mall is/was.

I had a shortwave radio when I was a kid and was a little creeped out by the number stations I would find. Even back then I would write down the numbers and try to figure out what it meant.
