A special version of MAME

I need a version of MAME that can run Ultimate Mortal Kombat 3:
-at 60fps and not 53fps
-with all the palette corruption fixed when you unlock all three hidden characters
-at full speed on a 1.6GHz, 1GB RAM computer
Is there any version of MAME that can accomplish this? If so, please send it to me. Or if there isn't, could someone make one for me (and anyone else it may concern)?
