strange controller problem with super masters golf game

Hi there I am new to MAME and have come up against a very frustrating problem trying to play the Super Masters (SEGA System 24) golf game (SGMASTC) which I need some help with. I have spent a couple of nights trying everything I can think of and reading up on it to no avail.
Basically, the original cabinet had a kind of rotary controller which turned through 180degrees to mimic the golf swing (so you could produce shots of varying power). What i find is that, no matter how i configure the controller options, and no matter what controller I use (have tried keyboard,mouse,USB joystick etc.) I can't get the "power indicator" to go past aroun 70%(=a 3/4 swing), this makes the game pretty much unplayable. In essence, nothing I have done has allowed me to control the rotary device properly, strange effects take place when you make circles with the joystick or press the cursor keys in various combinations but nothing that gets the full swing.

You probably have already seen the control panel. I don't ever remember playing the golf games in a real cab but I do recall playing some older sports (baseball & such) games with the same type of controller. The ones I remember had a high tension on the rotary(could smash a kids finger pretty good!). I've never tried to build one so I let me know if this helped at all. I'm sure someone else can help out a lot more... Maybe a start.

It's probably pot-based (analog, like 270 degree wheel games). You're better off asking in MAMEChat, though you're probably hosed.
