No. HAARP will be used to deplete the upper atmosphere making it possible for meteors that enter Earth's atmosphere less likely to burn up, one (or enough of them) will impact the Earth causing a worldwide blackout (hiding the sun) from the fallout. All the ash, smoke, and sulfur released into the atmosphere will also poison the water supply, kill all our crops, and probably release a horde of flesh eating locusts to ravage what remains of mankind. 
I've got $5.00 that says the first big meteor hits the house where that lady lives. That'll show us.
