With what is already supported in MAME shown in source code link… https://github.com/mamedev/mame/blob/master/src/mame/seibu/raiden2.cpp a lot more Seibu brand flyers to be needed just to cover that part of the flyers including Seibu games not yet working in MAME such as original Seibu Cup Soocer and original Seibu Zero Team. So much Seibu flyers to get that one will get overloaded with too much Seibu flyers.
