I don't see an obvious way to request the reopening of a resolved/fixed MAME Testers bug ID. The "misplaced graphic element" reported by M.A.S.H. that was fixed in 0.127 occurs in 0.239. It pops up briefly during attract mode and gameplay. It usually happens soon after Q*bert jumps on a spinning disk after being chased by Coily. I see it in 0.180 as well.

That report is 13 years old. Just make a new one, and add a reference back to the old one.
