MAME not saving HLSL settings?

I just decided to get back into MAME with the recent release of 0.234. I enabled HLSL in the .ini and scanline processing is occurring, however the Shadow Mask Amount always defaults to a value of 0.25. I've tried setting the value in mame.ini but it doesn't seem any of the values I put in there make any difference.
As another example I can set the shadow_mask_x_count to 24 and the y_count to 16, but when I go into a game it's always at 12 and 6 respectively.
It seems clear that the .ini is being used since prior to setting hlsl_enable to 1 there were no scanlines and now there are, but none of the other settings in the .ini are pulling in when I launch a game. Any ideas what I'm missing?

MAME also pulls values from the ini/presets folder (more specifically the raster.ini) as well so that's probably overriding what you're doing.

Do it in the presets folder. Not in the main folder.
