On Youtube there is a channel, 3dBotmaker, and they have races with diecast modified cars. And they use a higher speed camera and what you see on their channel is actually somewhat slower than irl... so that it looks more realistic and the races aren't over in about 8 seconds.

What you're thinking of is called "tilt-shift photography".
In basic terms, the visual effect comes from having a narrow depth of field due to the use of a macro lens, where there's a thin strip of the image in-focus, and everything beyond and in front of that point is more blurred-out.
It can theoretically be done in post, meaning that all you'd need to do is post some links to some example footage for a reasonably competent video editor to take a stab at producing something like what you describe.

While not captured from real life, this is pretty cool. And I guess my original idea could still be possible if this YouTube creator ever thinks about doing the same for a racing game.
