Does that work the way it is stated?

Because today, I copy new MAME to new folder, create new mame.ini, then copy over settings that are different from old INI file, manually.

Yes, -cc will read INI files (possibly multiple times because you can change inipath in the first INI file) take a subset of command line options and write out a new mame.ini with the effective overall settings it finds.

This is new to me too. Since when does this work like that?
Does this work for all other .ini´s too (like vertical, horizontal etc.)? Even if not, it is a nice and good progress into the right direction.

It was one of the reasons, why i did updates only once a year, sometimes even longer.

That info should be put on the Mame documentation site.
