missing rom in set?

i was looking for a dump of mercsj dump of o222b.1a
pld it was supposed to be added in mame 216
but it isn't on the set even on mame 220 did the devs forgot to add it? i was looking for a dump for a pcb

Why do you say it was supposed to be added?
EDIT: The whatsnew of 0x216 refers says * Added C-board PAL dumps for mercs, mercsu, mercsur1, mercsj, sf2ee and sf2ue.
The PAL you need is on the B-board, according to the source
ROM_REGION( 0x0200, "bboardplds", 0 )
ROM_LOAD( "o222b.1a", 0x0000, 0x0117, NO_DUMP )
